The Linköping Administrative Court has annulled a SEK 8 million fine imposed on LeoVegas by the Swedish Gambling Authority. The ruling, issued on June 12, reverses the March 2025 penalty regarding the operator's responsible gambling practices.
Regulatory Review and Operator Defense
Spelinspektionen originally levied the penalty on March 25, 2025, following a review of Roar Vegas operations during the first quarter of 2024. The regulator examined 12 customer accounts, focusing on high-loss players aged 18 to 24 and over 25. Authorities identified three accounts with deposit limits between SEK 100,000 and SEK 300,000, citing rapid transaction activity and extended session durations as signs of excessive gambling.
The regulator concluded that the operator failed to provide timely assistance to these users.
LeoVegas contested the decision, arguing that its monitoring systems successfully detected and managed problematic behavior through automated alerts and manual interventions. The operator maintained that high activity levels are typical for sports bettors and do not automatically indicate gambling issues. The court agreed with the operator's assessment, determining that the regulatory sanction was not supported by the evidence.
Consequently, the SEK 8 million fine has been fully withdrawn.
This decision occurs amidst evolving regulations in Sweden, where legislative amendments regarding personal data processing took effect on June 1, 2024. Recent data indicates a decline in problem gambling prevalence in the country, dropping from 2.2% in 2008-2009 to 1.3% in 2021.
