Spain’s government approved a royal decree on 23 June 2026 introducing unified deposit caps for all licensed online gambling operators. The measure replaces individual platform limits with a single regulatory framework.
Centralized Caps and Technical Requirements
The new system sets maximum deposits at €700 per day, €1,750 per week, and €3,300 every four weeks. Previously, players could distribute funds across multiple platforms to bypass individual operator restrictions. Jdigital, the trade association representing licensed online operators, noted that Directorate General for the Regulation of Gambling data shows approximately 80% of users engage with a single platform, indicating the addressed loophole impacts a limited market segment.The association warned that centralized caps may shift player activity toward larger market incumbents and reduce competitive balance. Implementing the framework requires a real-time system capable of tracking deposit totals across all licensed platforms simultaneously. Jdigital highlighted the associated operational and technological costs for both regulators and companies, requesting a phased rollout schedule and cautioning against penalties during initial system adjustments.
Unlicensed Market Participation
Jdigital also emphasized that repeated regulatory changes have decreased the regulated market’s appeal, pushing users toward unlicensed providers. An EY report commissioned by the association indicates that roughly 25% of players currently use illegal services. The group referenced recent findings from the Netherlands, where stricter player protection rules and higher gambling taxes reduced the channelisation rate, and cautioned that additional restrictions could further increase unlicensed market participation.Industry representatives indicated that the new limits will prompt further discussions between operators and regulatory authorities regarding implementation timelines and compliance standards.
