CIS iGaming Market Report: Legal Operators Surpass Offshore Brands

Blask analytics data outlines the current CIS iGaming landscape, with findings presented at the G Gate Conf by editor-in-chief Denis Bolshakov. The report documents a regional transition toward licensed platforms, with legal brands now exceeding offshore operators in projected revenue and market share across most territories.

The CIS iGaming sector displays measurable volume disparities, with Russia generating approximately $9.61 billion in average CEB and Kyrgyzstan recording $9.4 million, representing a thousandfold difference. Russia has transitioned toward onshore dominance. Since mid-2025, licensed brands have consistently exceeded offshore operators in both CEB and BAP metrics.

Legal platform revenue projections rose from $51.86 million in 2020 to $431.3 million in 2026, while offshore projections declined from $133 million to $323.9 million over the same period. Fonbet leads the Russian segment with a twofold advantage over the nearest competitor. Ukraine remains the second-largest regional market, though its operator hierarchy has been reorganized following the departure of previous major brands.

Licensed products now hold a stronger BAP position than offshore alternatives. GG(.)BET leads in twelve-month BAP rankings, while Slotor777 ranks higher in current CEB measurements. Belarus completed a transition to the licensed segment, with locally authorized platforms increasing their CEB share from 22 percent in 2021 to 95 percent in 2026. BET.ERA controls 38 percent of BAP, followed by Fonbet at 27.21 percent and Maxline at 21.21 percent.

Central and Southern CIS Markets

Kazakhstan operates under a concentrated model after a regulatory reform in mid-2023 reduced offshore presence. OlimpBet currently holds more than 80 percent of BAP in the territory. Georgia maintains the most established licensed market in the region, where offshore operators have historically held minimal presence. Adjarabet, Crystalbet, and Crocobet have collectively retained approximately 80 percent of BAP for six years. Moldova recorded the highest expansion rate, with the market growing nearly fortyfold, or 3870 percent, over a five-year period. The state-owned operator Loteria Națională accounts for 73 percent of BAP. Armenia demonstrates the displacement of offshore platforms by established licensed brands, as offshore share fell from 25 percent in 2020 to 5 percent. Adjarabet, Totogaming, and VBET together control more than 92 percent of BAP.

Uzbekistan and Kyrgyzstan remain primarily offshore markets. Uzbekistan continues operating in the offshore segment despite formal legalization in 2025, while Kyrgyzstan relies on offshore platforms due to limited local demand and regulations restricting gambling participation to foreign nationals. Tajikistan shows combined BAP control of 86 percent between Parimatch and Formula55. In Azerbaijan, the licensed brand Misli holds 53 percent of BAP, with the top three operators collectively exceeding 87 percent.
