Brazilian gaming associations have endorsed federal measures aimed at restricting illegal betting operations through payment providers. President Lula signed the corresponding decree on Friday to strengthen the regulated wagering market.
Regulatory Scope and Industry Response
Justice Minister Wellington César Lima reported that 25.2 million residents currently place wagers on unlicensed platforms. ANJL president Plínio Lemos Jorge noted that this figure highlights the scale of the regulatory challenge and validates the new inspection protocols. The measures emerged from coordinated efforts between the Secretariat of Prizes and Bets and industry representatives."The illegal betting industry exposes consumers to risks, evades taxes and generates unfair competition in relation to companies that comply with Brazilian regulatory requirements," Lemos Jorge stated. He added that clandestine operators adapt quickly to technological changes, requiring continuous and coordinated enforcement actions.
Financial Controls and Tax Enforcement
The IBJR confirmed its backing of Decree No 13,033/2026 and Ordinance No 1,766/2026. These regulations authorize the blocking of funds tied to unauthorized wagering and establish joint liability for financial institutions, payment processors, and advertisers regarding tax collection on irregular fixed-odds betting. The framework aims to reduce clandestine operations by targeting the financial structures that sustain them.The regulatory process remains active as authorities monitor operator compliance and adjust enforcement mechanisms accordingly.
